Drunder, Fortress of Zek
Drunder, the Fortress of Zek, also called the Plane of Tactics, is the home of Rallos Zek, the god of war, and his three sons.
The Plane of Tactics
Drunder is the home of Rallos Zek and his three sons, Tallon, Vallon and Eriak. Eriak is not hostile, it notes, but his two brothers will not be pleased to see you.
It lists the zone as indoor, rates it 60 to 65 and notes that live servers need level 57 to enter without a flag.
The Zek arc
The arc runs from Innovation to Tactics: the Manaetic Behemoth in Innovation, or the bypass, then Tallon Zek and Vallon Zek, then Rallos Zek. At that point, you are flagged for the elemental planes except the Plane of Fire.
It also lists a quest that gives zone-in access to the Plane of Tactics alone, without counting for progression.

A book about a vial
a community wiki notes that a book found on a slave here holds the key to the last step of progression. Its writer, Frana Shimi, describes for the Lords of War a container that could hold all the powers of the elements at once.
That container is the Odylic Vial, in which the four elemental shields are combined into the Quintessence of Elements, the way to the Plane of Time. The wiki spells out the recipe: a multi-elemental glaze mixed from windy, aqua, earthen and magma glazes, an unfired medium container from the pottery wheel, and two high-quality firing sheets, fired together in a Tanaan kiln such as the one in the Plane of Knowledge.

Reaching Drunder
Player guides join Drunder to the Plane of Tranquility. The Innovation link is a flag path, not a portal, so our map draws only one line: from this island to the hub.
Drunder sits south-west of the hub in the outer ring.
