Luclin · The Shadows of Luclin
Sanctus Seru
Sanctus Seru is the walled city of the followers of Seru on the light side of Luclin: a rigid police state watched by the Eye, divided among four houses, with the locked temple of Seru himself at its centre.
Seru’s people
Player guides tell the history. Sanctus Seru is home to the part of the ancient Combine Empire loyal to Seru. Their ancestors quarrelled with the followers of Tsaph Katta, over matters including letting the dark elves into the Empire, and the split turned violent: Seru himself tried to assassinate Tsaph Katta, breaking the empire.
The followers of Katta moved to Luclin, and those of Seru pursued them. The city’s people are very rigid, living in a police state under the watchful Eye; see Sanctus Seru and the Inquisition.

A planned city
The Atlas describes a strict city whose buildings reflect its strict life. Housing is placed furthest from the business quarters and the gate. A huge arena near the homes is open to anyone who wants to fight. At the centre stand buildings for each of the four houses of the city.
A fifth and largest temple is home to Seru himself, but it is locked, and he has not been seen in years. Levitation is not allowed inside the walls.

Under the Eye
Citizens live a regimented life, a player guide says, carefully watched by the Eye, a group that keeps order in the city. The people of Sanctus Seru keep only small forces in the zones around them, but their military is strong and could answer any threat quickly from their high walls.
Their reach is long. The Atlas’s page on Katta Castellum says the Inquisition is always hunting the Loyalists, and the recuso they have cast out live in Marus Seru. A player guide rates the city’s guards and residents 40 to 60.

Gates
The Atlas places the city’s entrance from Dawnshroud Peaks along the western peaks of that zone, through a small entrance. The city’s other neighbour is Marus Seru, the melted plain its outcasts call home.
a player guide lists both of these neighbours too.
