The Triumvirate of Water
Most of Norrath’s gods ruled alone. The Plane of Water was ruled by three, each the master of one form of the same element, and together they called themselves the Triumvirate.

Tarew Marr, the Fathom Lord
Tarew Marr rules liquid water: the seas, rivers and rain. He is called the Fathom Lord. He is believed to have given form to Love and Valor, which makes Erollisi and Mithaniel Marr his children in some sense, though their followers argue over exactly what that relationship means.
He is neutral and stays above mortal affairs. Unlike the Marr twins he takes no side in the wars of the surface.
E’ci, the Wintry Guardian
E’ci rules ice, and rules it with control described as nearly to the point of tyranny. She is the Wintry Guardian and The Ice Queen, and the matron of the valkyries of the Order of the Icen Blade, who come from the Icen Plains of Qisalis, the Plane of Water.
Her valkyries have touched Norrath. They descended on Everfrost, and the Northmen heroes they tested there vanished.
Povar, the Veiled One
Povar rules vapour: mist, steam and cloud. Povar is neither male nor female, and is never recorded acting beyond its own realm. Of the three, it is the one mortals know least.
That silence is itself a kind of character. Tarew Marr keeps above mortal quarrels and E’ci tests mortals through her valkyries, but Povar leaves no deeds at all, only a title, the Veiled One, which fits a god of fog.
How water began
A 2007 article from the Library of Norrath tells the creation of the element with Xegony, goddess of air, as a fourth power alongside the three. Their realm is part of what the Plane of Time’s scholars call the Quintessence, the elemental foundation that ZSQuint describes in the Planes of Power.
The Triumvirate are elemental gods in the old sense: older than the races, concerned with the balance of their element rather than with worship.
Coirnav and the Reef
When the three act together they act through Coirnav, their shared avatar, a chimera built from many sea creatures. Coirnav guards the Reef of Coirnav, where the Triumvirate made their stand against the mortals who came to free Zebuxoruk. Its inhabitants include regrua, trilouns and hraquis.
For raiders in Planes of Power the reef was the end of the Plane of Water and the price of entry to the Plane of Time.
Missionaries on Norrath
The Triumvirate do have servants on the surface. In the cleric epic, Omat Vastsea in the Timorous Deep speaks for Triumvirate missionaries who defend the waters against Fennin Ro, the Tyrant of Fire. The Nem Ankh epic pulls in Naxton and Natasha.
Their quarrel with fire is the oldest one in the elements, and it is the reason a cleric’s quest for a hammer ended up beneath the sea.
Where the sources disagree
Followers of the Marr twins disagree over whether Tarew Marr is their father or only gave form to Love and Valor.
