The Plane of Justice
The Plane of Justice is a somber, bleak realm made up mostly of a large prison, governed by the Tribunal.

The prison
The sixth part of the official Planes of Power lore series says beings of every race are sent here for severe crimes against their society or the gods, and that the Tribunal, a council of six, governs the plane. A warden runs the prison’s administration, and dark guards with axes keep security tight. In the central courtyard stand a guillotine, a tree with a noose and other tools of execution.

The escape tunnels
Behind a hidden cell in the southeast corner, prisoners have chiseled escape tunnels over the years, and lately deadly creatures have moved into the deeper ones.

Inmates of lost ages
Time in the planes does not run as it does in mortal lands, so some inmates come from civilizations that no longer exist on Norrath. The prisoners split into two camps, humanoid and bestial: aviaks and ottermen are at odds with the Akheva, frogloks, ghouls, evil eyes and other beings the article calls fiendish in origin. Spirits roam too, some left by those who died there, others the ghosts of prisoners’ victims come to haunt the ones who wronged them.

Cultural relativity
The Tribunal cannot be bribed to change a verdict or a sentence, though it can be deceived. Its justice rests on cultural relativity, judging mainly by the rules of each civilization: a high elf of Tunare may be condemned for necromancy, while a gnoll may be accused by his clan of being too lenient with prisoners.

The warden
The current warden, Jacosh Steldenn, has a somewhat different agenda from the Tribunal’s pure justice. A group of guards is loyal to him and carries out his judgment instead of the council’s. When he thinks it necessary he arranges a number of convenient escapes and secret torture sessions. So far he has been discreet enough that the Tribunal does not fully know what he has done, but it has begun to watch him more closely.
